The 15 organisations accredited by Sèmè City: the new map of entrepreneurship support in Benin

For the first time in West Africa, the Beninese state is investing directly in the organisations that support entrepreneurs rather than only in companies. Here is the complete list of the fifteen accredited organisations, and what it changes for you.

Les structures d’appui à l’entrepreneuriat labellisées au Bénin
Fifteen entrepreneurship support organisations have been accredited by Sèmè City and ADPME.

On 25 September 2025, Sèmè City and the Small and Medium Enterprise Development Agency (ADPME) presented in Cotonou the first cohort of accredited Entrepreneurship Support Organisations (OAE) in Benin. Out of 62 applications received when the process was launched, only fifteen organisations were selected, after a structured process combining accreditation, technical support and, since February 2026, a support grant. The scheme is backed financially and technically by the World Bank, through the FP2E programme.

The official grant ceremony was held on 6 February 2026 in Cotonou, bringing together the Ministry of Small and Medium Enterprises and Employment Promotion, the Ministry of Economy and Finance, the Benin Chamber of Commerce and Industry, and the teams of Sèmè City and ADPME. A selection rate of less than one application in four: the figure is worth remembering, because it is what gives the label its meaning.

Why fund organisations rather than only companies?

Benin’s approach is innovative: rather than subsidising only individual companies, the state is choosing to strengthen the organisations that support them day to day — incubators, fablabs, university centres, support networks. For the director general of Sèmè City, this strategic choice aims to transform the whole Beninese entrepreneurial ecosystem in a lasting way.

By professionalising these fifteen organisations, the public authorities are betting that they will in turn spread support to international standards to thousands of project leaders. The calculation is one of leverage: a grant given to a hundred companies produces a hundred effects; the same sum invested in fifteen organisations that each support several dozen project leaders a year produces a multiplied effect, and above all one that can be repeated from one cohort to the next.

A total budget of 1.49 million US dollars has been mobilised for this purpose. Beyond funding, the accredited organisations receive 14 months of technical support to strengthen their governance, support methods, monitoring and evaluation tools and human resources — the most frequently identified needs being infrastructure and equipment, digitisation of systems and building internal skills.

The list of the 15 accredited organisations

First cohort of accredited Entrepreneurship Support Organisations, September 2025
N° Accredited organisation
1 Future Studio
2 Etrilabs
3 UAC Foundation – Startup Valley (RAUAC-SV)
4 Fram Business
5 L’Envol
6 Women EdTech
7 SENS Bénin
8 Waxangari Labs
9 Sud Capital
10 Iroko Fablab
11 Sodesi
12 Innovation Design Factory (Africa Design School)
13 CDE – University of Parakou
14 Blolab
15 CePEPE

According to the organisers, this first cohort illustrates the richness and diversity of Benin’s entrepreneurial ecosystem: digital, innovation, creative industries, agro-processing and classic incubation are all represented, with organisations based in several regions of the country, not just in Cotonou. The presence of the CDE of the University of Parakou in the north, or of L’Envol in Abomey-Calavi, bears witness to this.

How to read this list and choose the right organisation

The label does not tell you which organisation suits you: it tells you which ones have passed a serious examination. The choice is then made on three criteria that can be checked in a single visit or call.

  • Their real speciality. A fablab such as Blolab or Iroko Fablab brings machines, prototyping and a technical community; a digital incubator such as Etrilabs brings product, traction and investor networks; a social and solidarity economy player such as SENS Bénin brings value chain structuring and on-the-ground advice. These services are not interchangeable.
  • Geographical proximity. Support happens in person, with several meetings a month. An excellent organisation six hours’ drive away will, in practice, be one you never see.
  • The stage at which they work. Idea, prototype, first customers, scaling up: ask explicitly what the typical profile of the companies they support is and at what stage they arrive. An honest organisation will tell you, and redirect you if you are not in the right place.

What it changes for entrepreneurs

For a Beninese or diaspora project leader looking for support, this accreditation is a first marker of trust: it identifies organisations that have been through a rigorous selection process, committed to 14 months of strengthening their practices, and monitored by the public authorities and the World Bank.

It is not an absolute guarantee of quality for every programme offered, and this needs to be said clearly: a label covers an organisation, not each of its services. But it is a serious basis for guiding your first steps — whether you are looking for an incubator, a fablab or support in structuring your company. It is also, for the ecosystem, a starting point towards what is still missing: public outcome indicators, organisation by organisation.

Key takeaways

Fifteen organisations accredited out of 62 applications, 1.49 million dollars mobilised, 14 months of technical support: Benin is structuring entrepreneurship support for the long term rather than leaving it scattered across many one-off initiatives. For an entrepreneur, this list is today the best available gateway to serious support.
