This combination is rare, and deserves to be examined without complacency or reflexive scepticism.

That is the purpose of this study, carried out by the consultancy Boost Coach Global and published by Akèda Média. It seeks neither to sell a destination nor to put it on trial: it brings together the available public data, puts them in perspective, and flags as clearly as possible where figures are missing or open to debate.

What the figures reveal

Three indicators sum up the macroeconomic situation. In April 2026, the International Monetary Fund raised its growth forecast for Benin from 6.7% to 7 % — while sub-Saharan Africa as a whole is expected to slow, from 4.5% to 4.3%. Inflation remains contained at around 2 %, after five years below 2.7%. Public debt continues to fall, to 57.3% of GDP in 2025, well below the community ceiling of 70%.

On the business side, APIEx recorded 55,345 start-ups in 2025, up 11.3% year on year. But the most instructive figure is not the total: it is the gap in pace between sole proprietorships, which grow at the pace of the economy, and companies, whose number jumped by 33,1 %. The business fabric is not just growing: it is becoming more structured.

The blind spot: informality

More than 80% of Beninese economic units operate outside the formal sphere, and a government note covering 2016-2021 estimated informal jobs at 82% of jobs created. This phenomenon is often presented as a choice to avoid tax. The study argues for a different reading: for the entrepreneur, staying informal mostly means going without credit, public contracts, supply contracts and all the support schemes — which all require registration.

In other words, informality is not just lost revenue for the state: it is a glass ceiling for the company.

Seven value chains examined

The core of the study reviews seven sectors from an investor’s point of view — agro-processing, textiles and clothing, port logistics, digital and business services, renewable energy, tourism and creative industries, education and health. For each: what drives it, what really holds it back, and what the entry ticket is.

A chapter is devoted to the Glo-Djigbé industrial zone and the industrialisation strategy it embodies — including its points of caution: dependence on a single operator, the gap between the target of 300,000 jobs and the 25,000 existing posts, and the question of outlets for finished products.

What the full document contains

Chapter 1 — Foreword and method : what the study covers, and what it does not.

Chapter 2 — The macroeconomic framework : growth, inflation, public finances, WAEMU anchor.

Chapter 3 — The business fabric : start-ups, legal forms, women’s entrepreneurship, the OHADA advantage.

Chapter 4 — The weight of informality : what it costs, and the shift to incentives.

Chapter 5 — Industrialisation under way : the GDIZ, its value chains, three possible positions in the value chain.

Chapter 6 — Financing and support : the schemes, the fifteen accredited organisations, how to get in.

Chapter 7 — Opportunities by sector : seven value chains, with their entry ticket and maturity.

Chapter 8 — The business environment : setting up, checking, securing, settling a dispute.

Chapter 9 — Risks and recommendations : seven identified risks and a ten-point roadmap.

In one sentence

Benin today meets the three conditions an investor looks for — growth, price stability, fiscal sustainability — within a harmonised legal framework and with no currency risk for the euro zone. What it demands in return is rigour with documents: in this market, verification is worth more than trust.

Method and sources

Macroeconomic data come from the IMF (Regional Economic Outlook for Sub-Saharan Africa, April 2026) and the World Bank (Global Economic Prospects, January 2026). Business creation statistics come from APIEx’s 2025 annual report, published on 21 May 2026, and from the MonEntreprise.bj platform. Information on the Glo-Djigbé zone comes from SIPI-Bénin and ARISE IIP. Support schemes are documented by ADPME, Sèmè City and the French Development Agency.
